And we see from Bombardier's perspective big potential for China to be the third largest market after the U.S. and Europe in the next 10 years." Beijing-based businessman Zhai Jiahua's China Stem Cell Health Group owns not one, but three private jets of different sizes. Zhai plans to buy two more planes for his business within the next couple years. Although business jet makers are bullish on their China forecasts, some first-time buyers may neglect the string of needs that comes with a private jet. Hong Kong based Metrojet offers business aviation services such as chartering and managing planes. [Bjorn Naf, President & CEO of Metrojet Hong Kong]: "Once you buy an aircraft -- and I think it's relatively easy to buy an aircraft if you have the money -- but I think it's more difficult to operate an aircraft. And for this you have to have an infrastructure, you need to have airports, you need to have terminals, VIP terminals, you need to have the airspace control as well. And I think that certainly is a challenge in mainland China today, because of it's military airspace controll, as well as the regulations, and also you don't have secondary airports." China's military controls 70 percent of its airspace. The country has roughly 180 airports open for civilian use, compared with about 14,000 in the United States that cater to the country's 312 million people. Registration could also pose a problem for buyers -- securing an Air Operator's Certificate (AOC) can take at least 12 months. The aviation regulator, Civil Aviation Administration of China, expects there will be 30 AOCs by the end of 2015, meaning 20 new certificates in the next three years at most, despite a queue of at least 80 now. The Indian Navy today tweeted pictures of three warships of the Chinese People's Liberation Army (Navy) entering the Indian Ocean through the straits of Ombai Wetar, the narrow stretch of water between of Indonesia in the North and East Timor in the south. The somewhat unusual tweet of the Indian Navy said, "Extend a warm welcome to the 29th Anti-Piracy Escort Force (APEF) of PLA(N) in Indian Ocean Region (IOR) Happy Hunting." These are considered as normal greetings in high-seas but the tweet made it amply clear that they were messages directed towards Beijing. In no uncertain terms, the tweets may be intended to tell Beijing that the Indian Navy has the ability to monitor the vast stretch of waters round the clock. And, more importantly, it is tacit but a firm message about who dominates the Indian Ocean Region (IOR). The Chinese flotilla is deployed in the Gulf for anti-piracy operations. Using piracy in high-seas as pretext China sends warships and even nuclear-powered submarines capable of launching nuclear warheads that pass through the Indian Ocean Region. Last year saw the highest deployment of Chinese warships in the Indian Ocean Region. India picked up as many as 14 warships and submarines crisscrossing the region in 2017. As Chinese activity increased in the IOR, India too changed track and decided to permanently deploy warships to watch every important ingress and entry point into the IOR. Indian warships are now deployed all important Malacca, Sunda and Lombok Straits in the far East, the Gulf of Aden in the North and Madagascar Strait in the South through the year. It is through these deployments and the use of US-made P8i, Long Range Maritime Surveillance Aircraft, that India has been picking up every move of the PLA(N). The Indian Navy has made it a target to ensure its dominance in the Indian Ocean by 2020. The growing foot-print of Navy ensures that complete awareness of the IOR China is dependent on sea-lanes and straits like the Malacca Strait for an unhindered supply of fuel and trade. As IAF’s assets in the largest-of-its-kind exercise, Gaganshakti-2018, move from the western sector to the eastern front “in less than 48 hours,” Dhanoa said, all training activities in the force will remain suspended till the two-phase drill ends on April 22. It is usually in wartime that militaries shelve all training activities. “We are flying a lot of sorties and dropping a lot of bombs. So in that sense -- borrowing a phrase from a Rand monograph -- I would say we really are shaking the heavens and splitting the Earth,” Dhanoa said in his first public comments on the exercise in which every wartime drill is being rehearsed. United States-based think tank Rand Corporation had in 2011 published a document titled Shaking the Heavens and Splitting the Earth: Chinese Air Force Employment Concepts in the 21st Century. The Gaganshakti-2018 exercise seeks to test the IAF’s readiness and stamina for a two-front war with China and Pakistan. “I wouldn’t like to comment on the two-front aspect… But every single platform in the IAF’s inventory is being exercised and we are carrying out surge operations – highest tempo operations where fighters and other platforms have clocked more sorties in three days than they normally would in over a month,” said Dhanoa, a decorated fighter pilot. From deep strikes to air dominance and long-range maritime strikes off the west coast to air defence, the IAF is practising every manoeuvre in the book in its preparation for a short and intense war. “India has not witnessed anything at this scale since Operation Brass Tacks in 1987. Weapon delivery scores for air-to-ground munitions were exceptional, both by day and night, and pilots have done a wonderful job in overcoming fatigue during surge operations,” the IAF chief said.
